2007-08 Personnel Committee Goals:

  • Negotiate/settle 2007-09 teacher contract.
  • Negotiate/settle successor non-classified staff contracts.
  • Evaluate district-wide wellness plans, recommend a plan, and monitor implementation.

Policy 9411 - Personnel Committee
(Policy Reference 9401)

The committee shall consist of three members of the Board of Education and shall review and present to the Board evaluations and recommendations concerning matters pertaining to personnel and negotiations.  The duties of the Personnel Committee shall be:

1.   To review proposed changes in the organizational structure of the
      district as they relate to District personnel.
2.   To review teacher-pupil staffing guidelines, the hiring process and
      the evaluation process for all personnel.
3.   To review and recommend proposed changes of job descriptions
      and/or qualifications of all certified staff.
4.   To review and recommend proposals for new positions to be
      considered by the Board.
5.   To recommend salary guidelines, benefits and working conditions
      for all organized employee groups to the Board.
6.   To be informed of all grievances which are elevated to the
      mediation/arbitration process.
7.   To become knowledgeable in the following areas:
      a.  Salaries, benefits and working conditions provided to employees
           of surrounding districts.
      b.  The total process of negotiations.
      c.  All Wisconsin and Federal statutes which pertain to employment.

9.   To complete annual committee goals as assigned by the Board.
10. To consider any other matters pertaining to District personnel, as
      determined by the committee or assigned by the Board.

During negotiations with the Elmbrook Education Association (EEA), the Personnel Committee shall have the following additional members: Assistant Superintendent for Human Resources, Human Resources Manager and two additional building administrators as deemed appropriate based on the bargaining issues. The school administrators shall be designated by the Superintendent.  The attorney for the Board shall be an advisory member of the committee.  The duties of the Personnel Committee during negotiations shall be:

11.  To establish dates for meetings with the bargaining agents of
       District staff.
12.  To study and evaluate current agreements with each of the District
       bargaining units.
13.  To develop initial Board proposals for pending negotiations based
       on consideration of calendar, monetary guidelines, language changes
       in agreements, Wisconsin Association of School Boards (WASB)
       bargaining goals, and comparable District data.
14.  To initiate meetings with the full Board for the purpose of:
       a.  Obtaining authority regarding initial proposals to employees.
       b.  Discussing guidelines and strategy to be followed.
       c.  Obtaining authority for all proposed settlements with employee
            bargaining units.
       d.  Informing Board members of progress or changes in the
            bargaining process.
       e.  Making recommendations regarding approval of a negotiated
            agreement.
 
15.  To negotiate with employee bargaining units as directed by
       the Board.
16.  To delegate member(s) of the Personnel Committee to meet and
       confer with representatives of employee classifications not
       represented by bargaining units as directed by the Board.
17.  To continuously collect and evaluate information related to 
       negotiations in the areas of:
       a.  Negotiated settlements in surrounding school districts and
            throughout the state.
       b.  Statistical data relevant to District staff, budget and state
            controls.
       c.  Federal and state legislation.
       d.  Economic trends.

18.  To prepare and hold hearings and public meetings pursuant to
       Wisconsin Statutes governing collective bargaining.
